State Department of Education must approve and certify nonprofit organizations as scholarship granting organizations if they are organized under Maryland law, provide scholarships to eligible students as defined in federal IRC § 25F, and apply to the Department

Beginning January 1, 2027, the Department must annually submit a list of certified scholarship granting organizations to the U.S. Secretary of the Treasury

Certified scholarship granting organizations must submit annual financial statements and program reports demonstrating compliance with the law

The Department must publish an annual online report showing the number of scholarships awarded, average and median scholarship amounts, and schools attended by recipients

The Comptroller must provide online guidance to help individual taxpayers claim the federal income tax credit under IRC § 25F for contributions to scholarship granting organizations
