Prohibits manufacturing, selling, purchasing, receiving, or transferring "machine gun convertible pistols" beginning January 1, 2027, with violations punishable by up to 3 years imprisonment and/or $5,000 fine

Defines machine gun convertible pistols as semiautomatic pistols with cruciform trigger bars that can be readily converted to automatic fire using common household tools and a "pistol converter" device

Adds pistol converters (including 3D-printed versions) to the definition of "rapid fire activators" already prohibited under Maryland law

Exempts law enforcement personnel, military, licensed dealers servicing firearms for exempt parties, inheritance transfers, transfers to immediate family members, and temporary transfers for gunsmith servicing

Requires the Department of State Police to adopt regulations implementing the law, including publishing a list of prohibited machine gun convertible pistols
