Reduces the Board of Trustees of the Maryland School for the Deaf from 19 members to 13 members, all appointed by the Governor with Senate consent

Increases the minimum number of deaf members required on the Board from 6 to 7, ensuring a majority of the smaller board is deaf

Maintains existing requirements that all Board members must be Maryland residents, members of the general public, and have demonstrated active interest in deaf children's education

Implements a transition by allowing the first 6 members whose terms expire after the effective date to complete their terms before the Board size reduces

Directs the Governor to prioritize appointing deaf members when filling vacancies during the transition period; takes effect July 1, 2026
