Vehicle dealer associations and manufacturer associations may now request administrative hearings under Title 12, Subtitle 2 of the Transportation Article to resolve disputes or seek clarification of provisions

Dealer associations can act on behalf of themselves, individual dealers, or groups of dealers; manufacturer associations can act on behalf of themselves, individual manufacturers, or groups of manufacturers

A "dealer association" must be primarily owned by or composed of dealers representing a majority of franchised dealers in Maryland and primarily represent dealer interests

A "manufacturer association" must be primarily owned by or composed of manufacturers representing a majority of manufacturers in Maryland and primarily represent manufacturer interests

Dispute resolution provisions do not apply to manufacturers, distributors, or factory branches that have no franchised dealers in Maryland; effective October 1, 2026
