Motor Vehicle Administration must create "Old Line Plates" featuring numeric-only registration numbers (1-5 digits) with white characters on black background resembling Maryland's 1911 plates

Plates available for passenger vehicles, trucks under 10,000 pounds, and multipurpose vehicles; the state retains ownership of all plates while holders receive transferable "registration number rights"

MVA must establish a public auction program (live, online, or sealed bid) to award rights to Old Line Numbers, with proceeds credited to the Transportation Trust Fund

Registration number rights revert to MVA if not assigned to a vehicle for 12 consecutive months; transfers prohibited within 180 days of issuance and limited to once per 12-month period (with exceptions for family transfers, estates, and business reorganizations)

Effective October 1, 2026, with first auction required by December 1, 2026
