Reorganizes and recodifies Maryland's Janet L. Hoffman Loan Assistance Repayment Program by renumbering sections 18-1503 through 18-1506 to sections 18-1506 through 18-1509, without making substantive changes to the law

Consolidates eligibility criteria into a single section (18-1502), clarifying that eligible individuals include those with degrees from Maryland colleges, law schools, or accredited veterinary programs, as well as licensed clinical counselors and education-related professionals

Establishes specific requirements for education-related professionals under the Nancy Grasmick Public School Professional Award, including public school teachers with 2+ years teaching in STEM/fine arts subjects or in schools where at least 55% of students receive free/reduced lunch

Specifies loan repayment eligibility for veterinary practitioners and technicians who have worked as state employees for at least 5 years, or volunteered 100+ hours annually for 3+ years at qualifying animal shelters

Takes effect July 1, 2026 and is explicitly intended as a nonsubstantive code revision that does not change existing law
