Establishes an Intelligent Speed Assistance System Pilot Program requiring drivers facing license suspension or revocation due to speeding-related violations to participate for 1 year in lieu of losing driving privileges

Participants receive a restrictive license requiring installation of an intelligent speed assistance system in their vehicle, with monitoring by the Motor Vehicle Administration at least every 30 days

Drivers who fail to participate or complete the program will have their license suspended until successful completion; those removed for violations may reenter after 30 days but must participate for an additional 3 months

Data collected under the program must be destroyed within 30 days, may only be shared for court orders, state law requirements, violation enforcement, or anonymized research, and may not be sold

Takes effect October 1, 2026 and automatically sunsets on June 30, 2030; requires MVA to report on implementation to the Governor and General Assembly by December 30, 2029
