Defines "manual therapies" in acupuncture practice as treatment modalities applying pressure or manipulation using hands along points or meridians to normalize electromagnetic or energetic function, including acupressure and other East Asian medical techniques

Requires the State Acupuncture Board to make proof of license renewal available electronically rather than issuing physical renewal certificates

Prohibits employing unlicensed individuals to practice acupuncture or aiding/abetting unauthorized acupuncture practice

Establishes penalties for employing unlicensed practitioners: first offense is a misdemeanor (up to $5,000 fine and/or 1 year imprisonment); subsequent offenses are felonies (up to $5,000 per day fine and/or 5 years imprisonment), plus civil fines up to $10,000

Updates terminology from "Oriental Medicine" to "Herbal Medicine" in references to the Accreditation Commission; effective October 1, 2026
