Requires individuals who violated alcohol restrictions while under age 21 to participate in the Ignition Interlock System Program as a condition of having their license suspension modified or receiving a restricted license

Expands mandatory participation to include those who violated § 21–902(c) (driving while impaired by alcohol) when under age 21, in addition to those required by court order

Adds violation of alcohol restrictions imposed under the title as a separate qualifying condition for mandatory program participation

Failure to participate in or successfully complete the Program results in a 1-year license suspension by the Motor Vehicle Administration
