Beginning October 1, 2028, the State Board of Physicians may issue a 3-year, non-renewable license to physicians trained and licensed in countries other than the U.S., its territories, Puerto Rico, or Canada

Applicants must have a medical degree from a WHO-recognized school, at least 2 years of postgraduate training equivalent to ACGME-accredited residency, and at least 5 years of practice within the 7 years preceding application

Requirements include passing USMLE Steps 1, 2, and 3, holding a valid ECFMG certificate, demonstrating English competency, being domiciled in Maryland, and having good standing with no pending disciplinary matters

The Board may revoke the license if the physician practices outside the license scope, has employment terminated, faces disciplinary action, or becomes ineligible

The Board must adopt regulations establishing minimum qualifications, application fees, license conditions, and a pathway to full licensure after satisfying Board-established conditions
