Secretary of Higher Education may approve requests from private career school applicants to advertise and collect contact information from potential students before receiving a certificate of approval to operate

Approved schools may only advertise information about their opening, including anticipated opening date, programs of instruction, and application process

All advertisements must include a disclosure that the certificate of approval to operate is pending

Schools may not collect any fees or enter into enrollment agreements with potential students before receiving approval

Effective date: July 1, 2026
