Removes the $1,000,000 maximum cost cap for eligible facility renewal projects, allowing community colleges to seek grants for larger improvements, repairs, and deferred maintenance projects

Requires the Governor to appropriate additional funding equal to the difference between $80,000,000 and the actual Community College Construction Grant Program appropriation whenever construction funding falls below that threshold

Doubles the maximum number of grants the Maryland Higher Education Commission may award each fiscal year from 8 to 16

Changes grant distribution to award appropriations equally among all eligible community colleges each fiscal year, rather than the previous system that limited colleges from receiving grants in consecutive years

Takes effect June 1, 2026
