Increases the Anne Arundel County Board of License Commissioners from 3 to 5 members, with the two additional members' terms beginning May 2, 2027

Requires the Governor to appoint Board members from a list of individuals recommended by the Anne Arundel County House and Senate delegations to the General Assembly

Raises the limit on same-party Board members from 2 to 3, and prohibits more than 2 members from residing in the same state legislative district

Mandates the Board adopt and publish a written ethics policy addressing conflicts of interest and member recusal procedures

Takes effect July 1, 2026
