Expands the definition of "drug trafficking crime" to include misdemeanor cannabis offenses (possession with intent to distribute and cultivation/manufacturing) in addition to the existing felony drug offenses

Enables the firearm penalty enhancement under § 5-621 to apply when someone possesses, uses, carries, or transports a firearm during misdemeanor cannabis distribution or manufacturing violations

First-time violations of possessing a firearm during a drug trafficking crime carry mandatory minimum sentences of 5 years imprisonment, up to 20 years maximum

Subsequent violations carry mandatory minimum sentences of 10 years imprisonment, up to 20 years maximum, served consecutively to the drug crime sentence
