Members of the U.S. Foreign Service and their spouses who relocate to Maryland due to an assignment may practice under an occupational or professional license issued by another state for the duration of the assignment

Eligible individuals must provide notification of assignment, remain in good standing with the original licensing authority, have actively used the license during the preceding 2 years, and comply with Maryland's standards of practice and continuing education requirements

The bill does not apply to professions covered by interstate compacts or the practice of law

Licensed Foreign Service members and spouses may practice to the same extent as Maryland-licensed individuals, including supervising others, and are subject to the same disciplinary authority

The bill amends licensing requirements across numerous professions including healthcare (physicians, nurses, pharmacists), business occupations (accountants, architects, engineers), and various trades (electricians, plumbers, contractors), with an effective date of October 1, 2026
