Extends civil liability immunity to registered reduction operators (natural organic reduction facilities) who transfer unclaimed hydrolyzed or soil remains of veterans or their eligible dependents to veterans service organizations, provided they act in good faith

Expands existing immunity protections for veterans service organizations to cover receiving unclaimed hydrolyzed or soil remains, in addition to cremated remains already covered under current law

Amends Section 5-642 of the Courts and Judicial Proceedings Article to include "cremains or hydrolyzed or soil" remains alongside previously covered cremated remains

Natural organic reduction is defined as the contained accelerated conversion of human remains into soil

Effective date: October 1, 2026
