Maryland Higher Education Commission must collect data on parental status of students from all public higher education institutions in the state, with annual reports to legislative committees beginning September 1, 2027

All public institutions of higher education must adopt plans for pregnant and parenting students consistent with Title IX, including referrals to government assistance programs (WIC, Child Care Scholarship, Medicaid, CHIP) and information on institutional accommodations

Institutions must post their pregnant and parenting student plans on their websites by October 1, 2026

"Pregnant and parenting student" definition expanded to include students who are pregnant, exercise care/custody/control over a child of any age, or share parental responsibilities with someone in the same or different household

Act takes effect July 1, 2026
