Extends existing dog and cat adoption requirements from research facilities to also cover testing facilities that use animals for testing chemicals, drugs, vaccines, ingredients, and products

Requires research and testing facilities to submit annual reports to the Department of Agriculture by January 31 with the number of dogs and cats owned/used and the number released to animal rescue organizations

Schools and higher education institutions using animals for research or testing must report federal inspection results, including any violations, to the General Assembly by December 31 each year

Establishes fines for violations: up to $1,000 for first offense and up to $5,000 for subsequent offenses

Takes effect October 1, 2026 and authorizes the Department of Agriculture to adopt regulations ensuring humane treatment consistent with the federal Animal Welfare Act
