Prohibits the Maryland Department of Health from imposing copayments, coinsurance, or deductibles for Collaborative Care Model services provided to Medicaid recipients in primary care settings

Prohibits insurers, nonprofit health service plans, and health maintenance organizations from imposing cost-sharing requirements on Collaborative Care Model services for individual, group, or blanket health insurance policies issued or delivered in Maryland

Exempts high-deductible health plans (as defined in 26 U.S.C. § 223) from the cost-sharing prohibition, allowing those plans to apply their deductible requirements to Collaborative Care Model services

Defines the Collaborative Care Model as an evidence-based approach integrating physical and behavioral health services in primary care, including care coordination, proactive outcome monitoring, and regular psychiatric/substance use disorder consultation

Medicaid provisions take effect July 1, 2026; private insurance provisions apply to policies issued, delivered, or renewed on or after January 1, 2027
