Courts may transfer a minor convicted as an adult to juvenile court for sentencing if clear and convincing evidence shows the victim previously committed a sex crime or human trafficking against the minor within 3 months before the offense

Applies when the victim's prior offense falls under Title 3, Subtitle 3 (sex crimes) or Title 3, Subtitle 11 (human trafficking) of the Criminal Law Article

Upon transfer to juvenile court, the court must make a juvenile disposition rather than an adult sentence

Maintains existing law allowing courts to impose sentences below mandatory minimums for minors and prohibiting life without parole for minors
