Adds a new exemption to Anne Arundel County's population ratio quota for Class A and Class D off-sale alcoholic beverage licenses for applications filed on or after January 1, 2023, and approved by the Board before July 1, 2025

Maintains existing quota restriction of one off-sale license per 3,500 individuals within each tax assessment district

Preserves existing exemptions for license transfers/renewals issued on or before July 1, 2025, licenses in the 6th tax assessment district, and on-site consumption permits for Class 5 brewery license holders

Takes effect July 1, 2026, but will be automatically abrogated if the termination provision in Chapters 818 and 819 of the Acts of 2025 takes effect
