Expands who can receive child abuse and neglect records from the Department of Human Services to include administrators of government-operated child care centers and those in state-occupied buildings

Allows disclosure to coaches, team administrators, or managers of youth sports programs that provide recreational athletic competition or instruction for minors

Permits disclosure to administrators or appropriate personnel of any organization that provides adult supervision, care, and control of children

Updates statutory references to move the Juvenile Justice Monitoring Unit from the Office of the Attorney General to the Office of the Correctional Ombudsman under Title 9, Subtitle 4 of the State Government Article

Takes effect October 1, 2026
