Changes the eligibility requirement for historic motor vehicle registration from "model year 1999 or earlier" to "at least 25 years old," creating a rolling eligibility date rather than a fixed cutoff

Historic motor vehicles must not be substantially altered from original manufacturer design and cannot be replicas or reconstructed vehicles

Annual registration fee for Class L (historic) vehicles is $55.50 as of July 1, 2025; vehicles at least 60 years old qualify for a one-time $50 registration fee that is non-transferable to subsequent owners

Applies only prospectively and does not affect vehicles already registered as historic before the effective date of July 1, 2026
