Authorizes licensees at Laurel Park to conduct live racing of Arabian breed horses, expanding authorization that previously applied only to Pimlico Race Course

Limits Arabian breed racing to a maximum of one race per day and three races per race meet

Requires Arabian breed races be conducted in addition to existing thoroughbred races, not as replacements, and cannot reduce the number of thoroughbred races per day

Mandates that Arabian breed race purses be funded by the licensee or race sponsor, not from the thoroughbred purse account

Designated as an emergency bill requiring three-fifths approval from both houses, taking effect immediately upon enactment
