Defines "interment location" to include both grave plots and columbarium niches, and updates terminology from "burial" to "interment" throughout Maryland law governing State veterans' cemeteries

Requires the Department of Veterans and Military Families to provide an outer burial receptacle (upgraded from grave liner) or a columbarium niche and marker at no cost with each interment location

Eligible individuals for free interment include veterans who qualify for national cemetery burial, qualified reserve members who completed their service obligation, and eligible spouses and dependents

Qualified reserve members and their families must pay a fee equal to the National Cemetery Administration's annual interment location allowance at time of interment
