Establishes a 15-member Commission to Examine the Expungement Laws of Maryland, including legislators, the Public Defender, State's Attorneys' Association representative, criminal justice researchers, attorneys with expungement experience, workforce and reentry organization representatives, crime victims' advocates, and individuals with criminal records ineligible for expungement.

Requires the Commission to examine Maryland's current expungement laws and processes for efficiency and equity issues, review other states' expungement systems, and develop recommendations for a streamlined process with broader eligibility.

Governor's Office of Crime Prevention and Policy shall provide staffing; members serve without compensation but receive expense reimbursement.

Commission must submit findings and recommendations to the General Assembly by December 31, 2027.

Takes effect June 1, 2026 and automatically sunsets on June 30, 2028.
