Establishes a Commission to Examine the Expungement Laws of Maryland, consisting of 4 legislators, state officials (Public Defender, State Court Administrator, Secretary of Public Safety), and 14 Governor-appointed members representing research organizations, attorneys, workforce groups, crime victims' advocates, law enforcement, and individuals with ineligible criminal records.

Commission must examine Maryland's current expungement laws and processes under Title 10, Subtitle 1 of the Criminal Procedure Article for efficiency and equity issues.

Commission must review other states' expungement laws and develop an alternate statutory scheme with streamlined processes and broader eligibility.

Report with findings and recommendations due to the General Assembly by December 31, 2028.

Act takes effect June 1, 2027 and automatically sunsets on June 30, 2029.
