Amends the purpose of the Maryland Automobile Insurance Fund (MAIF) to explicitly require that financial security be provided "at affordable rates" to eligible persons who cannot obtain coverage from private insurers

Authorizes the Executive Director of MAIF to establish an affordability program that may deviate from standard rate-setting requirements under Title 11, Subtitle 2 or Subtitle 3 of the Insurance Article

Preserves the Executive Director's existing authority to base premiums on driver point accumulation and prior claims experience

Requires the Insurance Commissioner to consider the Fund's statutory affordability purpose when reviewing rate filings, in addition to standard rating principles

Effective date: October 1, 2026
