Expands naturopathic doctors' prescribing authority to include all prescription drugs and devices (non-controlled), plus controlled dangerous substances in Schedules III, IV, and V that are listed on a Board-approved formulary, provided the doctor holds valid state and federal DEA registrations.

Adds subcutaneous and intravenous routes to the approved methods for naturopathic doctors to dispense and administer natural medicines, dietary supplements, and nonprescription drugs.

Renames the Naturopathic Doctors Formulary Council to the "Naturopathic Doctors Formulary Council for Controlled Dangerous Substances" and narrows its scope to developing a formulary exclusively for controlled substances rather than all drugs and devices.

Requires the State Board of Physicians to display on each naturopathic doctor's public profile whether they maintain professional liability insurance and the number of malpractice judgments or arbitration awards in the past 10 years.

Mandates that naturopathic doctors without professional liability insurance provide written notification to patients at their first visit, include the disclosure in informed consent documents, obtain patient signatures, and post the information conspicuously in their practice location.
