Adds new members to the Maryland Reparations Commission: a representative from the Maryland Commission for African American History and Culture, two faith leaders (one appointed by Senate President, one by House Speaker), and increases general public members from two to four (split between Senate President and House Speaker appointments)

Changes appointment authority for the NAACP representative from the Maryland State Conference President to joint appointment by the President of the Senate and Speaker of the House

Requires the Commission to hold at least three public hearings and continuously solicit public input

Extends report deadlines: preliminary report moved from January 1, 2027 to September 1, 2028; final report moved from November 1, 2027 to December 1, 2028

Extends the Commission's existence from 3 years to 4 years, with automatic termination date changed from June 30, 2028 to June 30, 2029
