Requires county boards of education to obtain State Superintendent approval before purchasing land or buildings for student education, or before renovations exceeding $1,250,000 that affect student-occupied spaces

Changes quarterly reporting deadlines for the Interagency Commission on School Construction fund balance reports to February 28, May 31, August 31, and November 30, and requires the Commission to provide county boards and local governments with project status updates by November 30, December 31, and January 31 each year

Replaces annual facility inspections with a maintenance effectiveness assessment conducted each fiscal year and a statewide facilities assessment with data reported by local education agencies at least once every four years, covering items like temperature, humidity, lead paint, asbestos, and HVAC systems

Establishes an appeal process for local jurisdictions to request funding for projects not approved by the Interagency Commission and requires the Commission to review the $1,250,000 cost threshold at least once every four years
