Establishes the Off-Highway Recreational Vehicle Recreation Oversight Board to advise the Secretary of Natural Resources on the operation, acquisition, regulation, and oversight of off-highway recreational vehicle trails in Maryland

Governor appoints 5 members representing: Maryland Off-Highway Vehicle Alliance, Maryland Motorcycle Dealers Association, American Motorcyclist Association District 7, ATV/UTV/side-by-side vehicle drivers, and on- and off-road motor vehicle drivers

Members serve staggered 4-year terms, with initial terms expiring in 2027 (1 member), 2028 (2 members), and 2029 (2 members)

Department of Natural Resources provides staff support, with additional support from Maryland Park Service, Forest Service, Wildlife and Heritage Service, and county representatives where trails are located

Board must meet at least quarterly; effective date October 1, 2026
