Adds "critical infrastructure" as a defined term covering physical or virtual systems vital to state, county, or municipal public security, economic security, public health, public safety, public transportation, or public utilities

Prohibits intentionally and without authorization committing acts with intent to interrupt or impair the functioning of critical infrastructure or public safety answering points (911 centers)

Creates a new offense for unauthorized acts that actually deny access to authorized users or interrupt/impair functioning of critical infrastructure or public safety answering points

Establishes felony penalties of up to 5 years imprisonment and/or $25,000 fine for intent-based violations targeting critical infrastructure or public safety answering points

Establishes felony penalties of up to 10 years imprisonment and/or $50,000 fine for violations that actually result in denial of access or impairment of critical infrastructure or public safety answering points
