Maryland Department of Health must develop a standardized system to collect annual cost data on prenatal care, delivery, postpartum care, pregnancy care, abortion services, and menopausal care

Licensed hospitals, health care providers, and other applicable entities must report cost and utilization data using the Department's standardized forms

Abortion-related data is limited to aggregated budget and expenditure figures only; procedure-level details and identifiable patient information are prohibited from collection or disclosure

Maryland Medical Assistance Program expenditures for chemical and surgical abortions must be tracked separately, including associated prescription and pre/postoperative care costs

Annual report due to General Assembly by December 1 beginning in 2026, including regional comparisons, cost trends, and efficiency recommendations; effective date June 1, 2026
