Establishes rights for unhoused individuals to engage in "life-sustaining activities" (sleeping, resting, eating, sheltering from elements) on public property without civil or criminal penalties, provided they don't obstruct traffic or hinder business operations

Prohibits state and local governments from penalizing anyone for offering food, water, money, or other donations to unhoused individuals in public places

Creates an affirmative defense of necessity for trespass and disturbing the peace charges when defendants were engaging in life-sustaining activities and no adequate alternative indoor shelter was available

Defines "adequate alternative indoor space" as free, ADA-compliant shelter available indefinitely without requiring waiver of rights, able to accommodate family members, support persons, and personal possessions

Repeals municipal authority to prohibit vagrancy and preempts local ordinances unless they provide broader protections; effective October 1, 2026
