Exempts property owned by the City of Hagerstown or the Hagerstown Multi-Use Sports and Events Facility, Inc. from property tax when used primarily for public social, recreational, and entertainment purposes

Applies the exemption retroactively to taxable years beginning after June 30, 2023

Requires the State, Washington County, and the City of Hagerstown to refund any excess property taxes paid due to the retroactive exemption

Allows the Hagerstown Multi-Use Sports and Events Facility, Inc. to voluntarily pay amounts to Washington County or the City of Hagerstown in lieu of taxes by mutual agreement

Takes effect June 1, 2026
