Maryland Aviation Administration must develop forms for detained individuals (passengers traveling involuntarily or in restraints) on aircraft to collect medical history, legal information, attorney contact details, and minor/guardianship status

Fixed Base Operators (FBOs) and aviation service companies must inspect aircraft to confirm required forms are on board before providing services, and must submit monthly compliance reports to the Administration

State entities, counties, and political subdivisions are prohibited from contracting with airlines transporting detained individuals unless the airline provides a valid federal or state warrant, court order, or governor's extradition authorization

Aircraft may not be refueled while any restrained individual remains on board; if removed for refueling, the individual must be placed in a climate-controlled enclosure with access to restrooms and water
