Adds one nonvoting student member from each public high school in Somerset County to the Board of Education, with students elected by their peers and serving one-year terms beginning July 1

Transfers authority to fill board vacancies from the Governor to the Somerset County Commissioners

Increases annual compensation for board chairman from $3,000 to $6,000 and for members from $2,700 to $5,000, effective at the start of members' next terms

Provides a $5,000 scholarship toward higher education costs for student members who complete a full term

Authorizes the board to take certain actions in executive session under the General Provisions Article, with student members excluded from executive sessions unless invited by majority vote
