Expands Health Services Cost Review Commission jurisdiction beyond hospital services to include facility costs for employing or contracting with physicians and professional providers when the facility does not receive corresponding offsetting professional revenue

Requires the Commission to consider all operational costs and expenditures when evaluating whether a facility has sufficient resources to meet financial requirements

Mandates the Commission account for physician and professional provider employment/contracting costs when reviewing and approving facility rates and revenue

Facilities may request termination of Commission jurisdiction over specific identified physician services

Designated as an emergency bill, taking effect immediately upon enactment rather than following the standard effective date
