Requires the Maryland General Assembly to appoint a seven-member delegation and a three-member advisory committee to represent the state at any Article V constitutional amendments convention once the required number of states invoke such a convention

Establishes strict commissioner qualifications including U.S. citizenship and Maryland residency for at least 5 years, minimum age of 25, no federal lobbyist registration in prior 5 years, no federal employment in prior 10 years, and no felony convictions involving moral turpitude

Prohibits commissioners from voting for amendments that would alter constitutional guarantees of individual liberty including the Bill of Rights and the 13th, 14th, 15th, 19th, 23rd, 24th, and 26th Amendments, or from changing the one-state-one-vote convention rule

Authorizes the General Assembly or advisory committee to recall or remove commissioners at any time for any reason, with mandatory removal if a commissioner exceeds their delegated authority

Provides commissioners the same compensation and expense allowances as House of Delegates members, while prohibiting them from accepting gifts or benefits exceeding $200 combined value during service
