Authorizes licensed certified social workers–clinical to perform evaluations of permanent impairments involving behavioral or mental disorders for workers' compensation claims, adding them alongside licensed psychologists and qualified physicians who are already permitted to do so

Requires the licensed certified social worker–clinical to meet qualifications for evaluation, diagnosis, and treatment of biopsychosocial conditions; mental and emotional conditions and impairments; and behavioral health disorders including substance-related, addictive, and mental disorders

Requires the social worker–clinical to meet registration requirements for a rehabilitation counselor or vocational evaluator under § 9–6A–09 and to have held those qualifications for a minimum of 2 years following initial licensure

Requires the social worker–clinical to be an authorized provider as defined in COMAR 14.09.08.01

Takes effect October 1, 2026
