Establishes a Southern Maryland Early College Teacher Pathway Program Workgroup to develop recommendations for a credit-bearing pathway allowing high school students to begin teacher preparation for primary and secondary education

Requires the University System of Maryland to convene the workgroup and report recommendations to the Governor, Department of Education, Maryland Higher Education Commission, and relevant legislative committees by June 30, 2029

Workgroup membership includes representatives from the Governor's office, state legislature, State Superintendent, USM Chancellor, presidents of University of Maryland College Park, Towson University, St. Mary's College, College of Southern Maryland, and county superintendents from Calvert, Charles, and St. Mary's counties

Appropriates $125,000 annually for fiscal years 2028 and 2029 to support development of program recommendations

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2030
