Establishes the Suitland Development Authority as a state instrumentality to revitalize the Suitland Road and Silver Hill Road corridor in Prince George's County, with a 250-yard buffer zone around the target area

15-member Board of Directors includes state legislators, cabinet secretaries (Housing, Transportation, Commerce), Prince George's County officials, community members, and a commercial property owner, with the County Executive selecting the chair

Authority may acquire property through purchase, eminent domain (excluding owner-occupied residences), tax sale, or foreclosure; make loans and grants; create business entities; and develop a 20-year comprehensive plan for economic, housing, transportation, and green space development

Creates the Suitland Development Authority Fund as a special nonlapsing fund for administrative expenses; the Authority must be self-sustaining by fiscal year 2036 and submit a comprehensive neighborhood revitalization strategy by December 15, 2027

Authority is exempt from most state procurement laws, property taxation on its developments, and state/local transfer, recordation, and sales taxes on construction materials; remains subject to Public Information Act, Open Meetings Act, and Public Ethics Law
