Prohibits the Maryland Stadium Authority from selling, transferring, or otherwise disposing of Shamrock Farms (located at 4926 Woodbine Road, Woodbine, MD 21797) except through a sale to Carroll County as authorized under the bill.

Authorizes the County Commissioners of Carroll County to purchase Shamrock Farms from the Maryland Stadium Authority for $4,480,000, adjusted upward for inflation as determined by the Board of Public Works and reduced by any amount Carroll County contributed to the State's original purchase.

Requires the County Commissioners of Carroll County to notify the Maryland Stadium Authority of their intent to purchase Shamrock Farms on or before July 1, 2029; if no notice is provided by that date, the Act is automatically abrogated with no further legislative action required.

Allows Carroll County to fund the purchase using its general fund and donations from any source, with the option to pay in equal annual installments over 5 years.

Transfers all rights and authority over Shamrock Farms, including zoning authority, to Carroll County upon completion of the transfer, and exempts the sale from standard State property disposition requirements under the State Finance and Procurement Article.
