Authorizes licensed psychologists in Maryland to prescribe, administer, modify, and discontinue drugs and controlled substances for psychiatric, mental, cognitive, nervous, emotional, developmental, or behavioral disorders, provided they are certified as "prescribing psychologists" by the State Board of Examiners of Psychologists, effective October 1, 2026.

Requires applicants for prescribing psychologist certification to hold a current psychology license in good standing, complete a Board-recognized educational program covering pharmacology, psychopharmacology, clinical medicine, and related subjects (including at least 30 hours of didactic instruction), and complete a postdoctoral fellowship of at least 400 hours treating at least 100 diverse patients under qualified supervision.

Establishes a Prescriptive Authority Advisory Committee composed of 5 members — 3 licensed psychologists from the Board of Examiners of Psychologists, 1 licensed physician from or appointed by the State Board of Physicians, and 1 licensed pharmacist from the State Board of Pharmacy — serving 3-year terms to advise on oversight and implementation.

Requires prescribing psychologists to coordinate with the patient's licensed medical provider, document prescriptions in patient records, report controlled substance prescriptions to the Prescription Drug Monitoring Program, and file DEA and state controlled dangerous substance registration numbers with the Board before prescribing controlled substances.

Mandates the Board to maintain records on each prescribing psychologist, promptly share certification and disciplinary information with the State Board of Physicians and State Board of Pharmacy, and adopt rules for denying, modifying, suspending, or revoking certification, including requiring remediation of training or practice deficiencies that could jeopardize public safety.
