Charles County Board of Education must provide at least 10 years advance notice before displacing private student bus transportation providers, including written notice 45 days before a required public hearing

At least one public hearing must be held on the advisability of the Board providing bus services, with notice published in a newspaper for 2 successive weeks beforehand

Written notice of displacement must be sent by registered mail within 1 year after the public hearing and at least 2 years before displacement occurs

The 2-year waiting period may be shortened if the Board pays the displaced provider an amount equal to their gross receipts from the preceding 24 months, or if both parties agree to different terms

"Displacement" excludes situations where contracts are not renewed for cause, the provider threatened public health/safety, committed material contract breach, or refused to continue services under existing terms
