Expands police-initiated towing rate regulations to include light-duty vehicles (10,000 pounds or less), in addition to existing medium-duty and heavy-duty categories

Caps approved rates for light-duty towing and recovery at 80% of the maximum approved rates for medium-duty towing

Broadens the definition of "police-initiated towing" from commercial vehicles only to all motor vehicles authorized or dispatched by the Department of State Police

Renames and expands the Committee on Rate Setting and Complaint Resolution to include light-duty towing, and adds new duties to examine insurance matters for out-of-state vehicles and cargo/debris cleanup costs

Takes effect October 1, 2026
