Deputy Secretary for Developmental Disabilities must provide public notice before making any changes to the Self-Directed Services Manual

Public comment period of at least 90 days is required after notice is given for proposed changes to the manual

Deputy Secretary is prohibited from adopting proposed changes until the public comment period has ended

Self-directed services allow individuals with developmental disabilities to have decision-making authority over their waiver program services, including hiring/dismissing employees and controlling budget spending

Effective date: October 1, 2026
