Expands complimentary angler's, sport fishing, hunting, and recreational oyster licenses to include enforcement officers (not just officials) of other states' game and fish departments, but only if those states reciprocally offer complimentary licenses to Maryland

Extends lifetime complimentary recreational oyster licenses to eligible out-of-state residents (former POWs, veterans determined unemployable by VA, and 100% service-connected disabled veterans) from states offering reciprocal privileges, with a cap of 20 licenses per state

Creates a separate annual complimentary recreational oyster license for blind individuals regardless of residency, while removing blindness as a qualifying category for lifetime licenses

Requires the Department of Natural Resources to compile annual statistics on complimentary hunting licenses issued, including names, occupations/eligibility categories, and states of residence of recipients

Makes commemorative lifetime hunting licenses non-transferable after initial sale by nonprofit organizations and explicitly requires all complimentary licenses be issued without a fee; effective July 1, 2026
