Grants collective bargaining rights to nontenure track faculty at University System of Maryland institutions, Morgan State University, and St. Mary's College of Maryland

Defines nontenure track faculty as full-time, part-time, or adjunct employees with academic responsibilities including teachers, researchers, and department heads

Creates a separate bargaining unit specifically for nontenure track faculty, distinct from existing units for nonexempt employees, exempt employees, and sworn police officers

Removes previous exclusions that prevented nontenure track faculty from organizing, including exclusions for contingent/contractual employees and those funded through research grants or clinical revenues

Takes effect July 1, 2026
