Establishes the Algorithmic Addiction Fund as a special, nonlapsing fund administered by the Maryland Department of Health to address harms to children from social media and algorithmic manipulation

Fund revenue sources include civil penalties and settlements from lawsuits against technology and social media companies related to harm to children, state budget appropriations, and interest earnings

Permitted uses include statewide needs assessments, treatment services for depression, anxiety, eating disorders, suicide, and sleep problems linked to algorithmic addiction, intervention services, school-based prevention and digital literacy campaigns, and research/training

Secretary of Health must develop performance goals and indicators, consult annually with stakeholders on recommended appropriations, and report to the General Assembly by November 1 each year on fund expenditures and progress

Takes effect June 1, 2026, contingent on the State obtaining a court judgment or settlement against technology or social media companies; Attorney General must notify Department of Legislative Services within 5 days of any such judgment or settlement
